What Google is complaining about are mostly bootstrap files. Bootstrap adds bloat to a site which causes pages to slightly load slower. That's one of the trade offs of having a responsive mobile friendly site.  There are ways to defer files from loading until the main content has loaded below the fold, but this would be an extremely complex and tedious task to try and accomplish. By trying to defer bootstrap files will defer the rendering of the styling of the page causing visitors to briefly see an ugly unstyled looking page.

The easiest solution would be to simplify your site and make it lean and fast, starting with eliminating things such as bootstrap so your site isn't responsive, but I'm sure that's not something you want to do, but sometimes you just can't have your cake and eat it to.

Everyone wants a responsive site with tons of features with all pages having nice styling with images and elements that makes their site visually appealing and beautiful, but it all comes with a price, and it's going to be near impossible to also keep Google happy at the same time.

I can't provide any guides or tutorials on how to defer and eliminate render-blocking as it's just too complicated and there are different approaches that can be taken to try and accomplish it. It's something you'll have to research and attempt on your own. If you do a Google search you'll find plenty of info and tutorials on how to do it. Then you can decide if you think it's really going to be worth the time and effort just to try and appease Google.
